Performance contracts with ConEdison Solutions achieve energy consumption reductions and energy infrastructure improvements without new bonds, appropriations, or budget increases. The project is financed out of savings achieved. Performance contracting also enables the public entity to select a partner on the basis of life cycle cost "best value" not just "lowest first cost."
Typical projects include new boilers, chillers, central plants, HVAC, lighting, control systems, windows, roofs, and water conservation programs.
For Virginia state agencies, performance contracts are the best route to compliance with Executive Order 54.
How it Works
The process to engage in performance contracting has been outlined by the Department of General Services. ConEdison Solutions will work with state agencies and public entities to determine their needs and potential opportunities for savings. The state agency or public entity will then issue a Request for Proposal (RFP) to qualified Energy Service Companies (ESCO's). The RFP process has 3 stages.
Stage 1 - IInterested ESCOs submit a statement of qualifications and interest. The state agency or public entity will select a minimum of 3 ESCOs to continue in the process.
Stage 2 - The top three ESCOs prepare an Initial Proposal, ("Back of the Envelope Audit") which outlines the potential energy infrastructure and savings opportunities. The state agency or public entity will select one ESCO to continue in the process.
Stage 3 - The selected ESCO works with the state agency or public entity to develop a Technical Energy Audit which details the energy investment scope of work including detailed costs, utility and direct O&M savings, and guarantee provisions. The state agency or public entity can proceed with this vendor to a negotiated Energy Performance Contract to implement the project or simply pay the ESCO for the Audit.
