CON EDISON SOLUTIONS PRESENTS $158,869 STATE ENERGY REBATE TO THE U.S. ARMY GARRISON FORT HAMILTON IN BROOKLYN

--Facility Upgrades Generate 14 Percent in Net Energy Savings--
 
White Plains, NY, Dec 18, 2003 - ConEdison Solutions, one of the nation's leading energy service providers, recently presented the U.S. Army Garrison Fort Hamilton in Brooklyn, NY with a $158,869 energy rebate check under a state program encouraging energy efficiency at government sites.
 
The New York State Energy Research & Development Authority (NYSERDA), a public benefit corporation that helps businesses and municipalities address energy and environmental challenges, sponsors the energy rebate initiative.
 
ConEdison Solutions partners with NYSERDA to implement energy efficiency programs, which encourage businesses and government facilities to save energy by awarding rebates equal to $400 per kW of demand reduction.
 
"We work with NYSERDA to help customers reap extra savings from their energy upgrades," said JoAnn F. Ryan, president and CEO of ConEdison Solutions.  "NYSERDA provides an incentive to reduce consumption and cut energy expenditures."
 
ConEdison Solutions (CES) partnered with Fort Hamilton to develop and implement a comprehensive energy savings plan at the facility that generated net energy savings of 14 percent per year.  Energy conservation measures (ECMs) included lighting efficiency and controls upgrades, boiler controls, and water-saving techniques.  CES also made lighting design and quality improvements to such high-visibility areas as Fort Hamilton's museum, gymnasium, children's center, and officers' club.  The NYSERDA rebate was associated with the lighting efficiency upgrades. 
 
JoAnn Ryan joined NYSERDA Chairman Vincent A. DeIorio, Esq. and Acting President Peter R. Smith in presenting the rebate check to Fort Hamilton's Chief Engineer Michael Paidoussis and General Engineer James Johnson of the Engineering, Plans and Services Division.
 
As Fort Hamilton's Technical Representative for the project, Johnson was responsible for coordinating the project for the post, which included verifying the functionality of the new ECMs installed throughout the administrative and commercial buildings. Johnson explained some of the measures that were taken. "The purpose of a specific ECM could be to reduce the consumption of electricity, fuel oil, natural gas or water.  Some ECMs addressed reducing office lighting and heating power consumption. Other ECMs addressed reducing our normal water consumption at point-of-use fixtures such as sinks, toilets, urinals and showers.  Reduced water consumption also means reduced energy consumption - the energy associated with heating hot water consumed at sinks and showers." 
 
The mission of the 178-year-old installation is to provide effective and efficient management of government resources to support mission readiness and execution, enable the well-being and safety of soldiers, civilians and family members, improve infrastructure and preserve the environment. "All in all we were able to further the accomplishment of our mission," Col. Kewyn Williams, the installation commander said. "Quality of life issues are very important to the Army's senior leadership. We not only saved money through the implementation of these measures, but we also helped our soldiers and their families."
